This principle of consumer sovereignty is based on certain assumptions: firstly, the consumer makes rational and informed choices after comparison of the costs and benefits of purchase. The modern countries can not loose the tobacco industry; they can not ban it, because the state's profit is greatly depending on cigarettes and smokers. Many people try to quit smoking, few are achieving success in this, and at the same time many start smoking cigarettes.
